Temporary Lodging for USCG PSU 312

The U.S. Coast Guard, under the Department of Homeland Security, has awarded a firm fixed-price contract for temporary lodging services to support PSU 312 at locations within ten miles of San Francisco International Airport, specifically in San Francisco, San Bruno, or South San Francisco, with the official performance location at 1020 N. Access Rd, San Francisco, CA 94128. The contract spans from June 25, 2026, to May 16, 2027, with an option to extend services for up to six additional months under FAR 52.217-8 and 52.217-9. The scope includes providing lodging for approximately 30 single-occupancy and 280 double-occupancy rooms, totaling an estimated 930 room nights over the base period, with monthly fluctuations of up to 15% permitted to accommodate operational needs. Lodging facilities must meet stringent quality standards, including a minimum three-star rating per Mobile Travel Guide, AAA, or Cranley Rating, or a Google rating of 3 or higher; compliance with the Hotel and Motel Fire Safety Act of 1990; 24/7 manned lobby access; secure room entrances; and well-maintained, clean accommodations free from excessive noise. Inspection and acceptance occur at the destination upon Government certification. The contract is evaluated under a lowest price technically acceptable (LPTA) methodology, where technical acceptability is a mandatory threshold determined by the offeror’s demonstrated capacity to meet all Statement of Work requirements, and price becomes the sole decision factor among qualified offers. All vendors must be registered in SAM.gov and comply with numerous FAR and DHS-specific clauses, including 52.204-7 and 52.204-13 for system maintenance, 52.204-9 for personal identity verification of personnel, 52.203-17 for whistleblower protections with a DHS-USCG deviation, and 52.223-3 and 52.223-5 for hazardous materials and pollution prevention. Environmental requirements mandate packaging that supports waste prevention and recycling under RCRA and 40 CFR Part 247, with use of biobased and sustainable materials encouraged.
