The General Services Administration (GSA) is implementing a temporary postponement of new offers for specific Special Item Numbers (SINs) under Schedule 51V, related to Maintenance, Repair, and Operations (MRO) products. Effective January 13, 2014, this postponement will last for 24 months while GSA awards Blanket Purchase Agreements (BPAs) in support of the Federal Strategic Sourcing Initiative (FSSI) and reallocates resources to better serve government acquisition needs. The affected SINs include various hardware, tools (both powered and non-powered), tool storage solutions, and commercial coatings and related services. During this period, no new offers will be accepted for these SINs, though offers submitted before the deadline will be considered. Current contract holders with valid options will continue to have their contracts exercised, and modifications to existing contracts will be honored. This action reflects GSA’s effort to optimize acquisition services while managing the costs associated with maintaining schedule contracts. GSA reserves the right to reject any non-compliant offers and stipulates that rejected offers may only be resubmitted after the postponement ends. The decision will be reassessed at the conclusion of the 24 months to determine the program's effectiveness. The contracting officers overseeing this action are Ellen F. Upchurch and Lori M. Kunellis, with the place of performance in Kansas City, Missouri. This postponement is not related to the Recovery and Reinvestment Act.

To be the Government's leader in acquisition services, GSA sets the highest standards for its acquisition programs. With the upcoming award of BPAs for Maintenance, Repair and Operations products in support of the Federal Strategic Sourcing Initiative (FSSI) and to best allocate government resources, GSA will temporarily postpone the following Special Item Numbers (SINs) for Schedule 51V (solicitation 6FEC-E6-060173-B) to new Multiple Awards Schedules (MAS) offers for the next 24 months, effective January 13, 2014, and at the end of that time, GSA will evaluate and reassess the effectiveness of the program. 105-001, Hardware Store, Home Improvement Center, or MRO - Store Front 105-002, Hardware Store, Home Improvement Center, or MRO - Catalog 550-001, Tools Powered 600-001, Tool Boxes, Tool Cabinets, Tool Chests, and Tool Holders 613-001, Tools, Non powered 834-100, Commercial Coatings, Adhesives, Sealants and Related Services 834-500, Stains, Varnishes, Sealers, Shellacs, Lacquers and Related Services GSA still recognizes the important role of our schedule holders who have long supported the MAS program. Since holding a schedule contract is a very expensive proposition for the schedule holder and GSA, we are reallocating our resources to better serve our customer base. Current Schedule 51V contract holders with available options that are successfully performing will continue to be exercised. Additionally, modification requests to existing contracts will still be honored. GSA will be closing these SINs for the schedule to new offers as of January 13, 2014. All offers received prior to that date will be reviewed and considered for award if acceptable. Offers not received by the deadline will not be considered. Furthermore, those offers that have been rejected can only be resubmitted after the 24 month postponement period. The Contracting Officer reserves the right to reject any offer which is non-compliant. Note: This is not a Recovery and Reinvestment Act Action
