Temporary Staffing Proposals

The Pittsburgh Public Schools Food Service Department is seeking one or more qualified staffing partners through RFP 2026-04 to provide temporary personnel on an as-needed basis. This initiative supports a self-funded enterprise serving approximately 20,000 students across more than 50 locations, administering the National School Lunch Program and School Breakfast Program. The scope of work includes recruiting and screening qualified food service workers, food service center workers, and warehouse personnel to address employee absences, vacancies, seasonal fluctuations, and special projects. The initial contract term is for two years, beginning November 1, 2026, with the possibility of three one-year renewals, not to exceed a total of five years. Award decisions will be based on a best value determination, evaluating factors such as recruitment strategies, experience with K-12 school districts, operational stability, and the ability to provide same-day emergency staffing. There is an aspirational 10 percent participation goal for Minority/Woman-Owned Business Enterprises. Vendors must submit fully burdened hourly bill rates that include wages, payroll taxes, and required insurance coverages. Compliance with USDA regulations, Buy American requirements, and the District's confidentiality agreements is mandatory.
