Tender to Provide Laneway Snow Clearing Services for Timmins South & Downtown

The City of Timmins is soliciting tenders for laneway snow clearing services in the Timmins South and Downtown areas. The contract is a two-year term effective from November 1, 2026, to April 30, 2028, with an option to renew for one additional term. The scope of work requires the contractor to clear the entire travel portion of designated laneways and pile snow at approved locations, typically between midnight and 8 am when accumulation reaches 80 mm. Services must be performed using a bucket loader with a bucket size between 3 and 5 cubic yards. Additionally, the contractor may be required to provide snow pile removal services using a loader, two tri-axle trucks, and traffic control on an as-needed basis. The contract will be awarded to the bidder offering the lowest hourly rate, with bids compared using historical hour estimates. Mandatory requirements include participating in a critical winter orientation session, providing at least three similar project references, and submitting detailed equipment registration. The successful contractor must maintain comprehensive insurance, including Commercial General Liability of $2,000,000 per occurrence and $5,000,000 aggregate, and provide a WSIB Clearance Certificate. Payments are made monthly via electronic funds transfer based on actual hours worked. Performance is monitored by City personnel, and failure to meet scraping standards or reporting requirements within two hours of completion may result in remediation at the contractor's expense or liquidated damages for equipment delays.
