Terminal 25 (T-25) South Habitat Restoration - GC/CM Pre-Construction

The Terminal 25 South Habitat Restoration project, solicitation MC-0322591, is a comprehensive environmental remediation and restoration effort managed by the Port of Seattle. The project involves a CERCLA cleanup of approximately 9 to 10 acres, focusing on the removal and disposal of contaminated in-water sediments, upland soils, and creosote-treated timber wharf remnants. Following the cleanup, the project will implement Natural Resource Damage restoration, including the construction of an intertidal bench, riparian environmental habitat areas, and off-channel emergent marshes to support juvenile salmon and other species. The scope includes significant earthwork, with over 170,000 cubic yards of total excavation and approximately 110,000 cubic yards of import and placement, as well as the installation of over 30,000 plants. The project utilizes a General Contractor/Construction Manager (GC/CM) delivery method under RCW 39.10, employing a two-step procurement process consisting of a Request for Qualifications and a Request for Proposals. The estimated construction budget is between 108 million and 160 million dollars, with a separate pre-construction services contract capped at 1.5 million dollars. The preliminary schedule targets pre-construction contract execution in February 2027, with full design and permitting completed by the fourth quarter of 2028. Construction is expected to run from the first quarter of 2029 through the second quarter of 2031. Performance is subject to strict environmental constraints, including specific in-water work windows and tidal work requirements.
