Terminal 25 (T-25) South Habitat Restoration - GC/CM Pre-Construction

The Terminal 25 (T-25) South Habitat Restoration project is a comprehensive environmental remediation and habitat restoration initiative led by the Port of Seattle’s Waterfront Project Management division, with a total site area of approximately 9 to 10 acres. The project involves a CERCLA-guided cleanup requiring the removal and disposal of contaminated in-water sediment, creosote-treated timber wharf remnants, and upland soils, followed by the construction of a restored ecological habitat including off-channel emergent marsh, intertidal bench, and riparian areas. Earthwork activities are extensive, involving approximately 29,000 cubic yards of excavation and 10,000 cubic yards of import for habitat areas, 80,000 cubic yards of excavation and 70,000 cubic yards of import for upland cleanup, and 65,000 cubic yards of excavation with 30,000 cubic yards of import for in-water work, alongside the planting of over 30,000 native riparian and marsh vegetation species in strict accordance with a pre-approved planting plan. All in-water activities are constrained by fish and tidal work windows to protect regional aquatic ecosystems. The procurement process follows a two-step evaluative model beginning with a Request for Qualifications (RFQ) issued on July 16, 2026, followed by a Request for Proposals (RFP) on September 18, 2026, with proposals due in November 2026 and a Notice of Intent to Award anticipated in December 2026. All submissions must be completed through VendorConnect, and interested parties are required to register as Plan Holders to receive updates. The selected General Contractor/Construction Manager will enter into a pre-construction phase beginning February 2027 to advance design to 30% completion, with full design and permitting targeted for Q4 2028, and construction slated to commence in Q1 2029, concluding with substantial completion by Q2 2031.
