Terra Bella Quarry, PMR 25-003

Holliday Rock Co., Inc. has submitted an application to Tulare County for a Surface Mining Permit and Reclamation Plan to develop the Terra Bella Quarry, a 50-year operation slated to run until approximately 2076. The project encompasses 318 acres with 237 acres designated for active disturbance, including 223 acres for excavation, and is designed to extract up to 50 million tons of crushed stone reserves to meet regional construction and infrastructure demands, with an annual production capacity of 250,000 tons. Mining activities will involve drilling, blasting, hauling, crushing, screening, and washing materials on-site, utilizing heavy equipment and recycled well water to minimize external water use. The operation will support approximately 37 to 38 daily one-way truck trips and employ up to 15 personnel working 10-hour shifts, five days per week. Supporting infrastructure will include a processing plant, stockpile areas, maintenance zones, access roads, and parking facilities. The project’s environmental and operational details are being reviewed under Permit Number PMR 25-003, with primary oversight handled by Tulare County’s Chief Environmental Planner, Gary Mills, and Associate Planner Nate Antepenko, while Chad Warren of Holliday Rock serves as the applicant representative.
