Reasons for Authority Cited: TerraGo is the sole manufacturer, distributor, developer, and reseller, as well as, the only company that can provide maintenance, upgrades and updates to the software of the Geospatial PDF file (GeoPDF) software maintenance license renewal required to produce and manipulate GeoPDF. TerraGo is the creator/developer of the GeoPDF and the only software provider to produce and manipulate GeoPDF. The use of TerraGo software is taught by the US Army Special Forces Center and School, Fort Bragg, NC, of which the 95th CAB is a component. Since Adobe Reader is standard on DoD computers, this TerraGo software maintenance purchase enables the unit to produce geospatial data in GeoPDF, which they in turn make available to the rest of DoD as required. This particular support subscription is only available through TerraGo as such, only one source is available. TerraGo is the creator/developer/sole distributor for this requirement; and it cannot be filled by any other company. There are no substitute possibilities. Also, because the software is mandated for use and training by the US Army Special warfare Center and School, no further research is required. Description of Requirement - Annual software maintenance for TerraGo software: 1. TerraGo Publisher for ArcGIS - One (1) Year Renewal Support & Maintenance; and 2. TerraGo Publisher for ArcGIS - One (1) Year Renewal Support & Maintenance.

Solicitation # W5J9CQ27RA001
The U.S. Army Geospatial Center (AGC), under the U.S. Army Corps of Engineers, intends to award an unrestricted Indefinite Delivery/Indefinite Quantity (ID/IQ) Single Award Task Order Contract (SATOC) for the High-Resolution Three-Dimensional Geospatial Information Operations and Technology Integration program. This initiative focuses on providing high-fidelity geospatial foundation terrain mapping, Intelligence, Surveillance, and Reconnaissance (ISR), and Special Intelligence products to the Army, U.S. government, coalition partners, and host nations. The scope of work includes aerial flight operations, multi-INT sensor integration, automated data processing, and scalable storage and dissemination across both CONUS and OCONUS locations. The contractor will utilize a variety of platforms, including BuckEye I and BE III manned aircraft, higher-altitude platforms, and Unmanned Aerial Systems, deploying technologies such as topographic and bathymetric LiDAR, Synthetic Aperture Radar, Hyperspectral Imaging, and commercial satellite imagery. The anticipated contract is structured with a ten-year ordering period, consisting of a five-year base period and five one-year option periods, with a projected start date of September 29, 2027. Task orders may be issued as Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Cost-Reimbursement, or hybrid CLINs. Due to the nature of the work, the contractor must be capable of operating across multiple classification levels, from Unclassified to Top Secret/SCI, with key personnel requiring Top Secret clearance and SCI adjudication. This is currently a pre-solicitation notice under NAICS 541990, and the formal solicitation is expected in December 2026. Interested firms must be actively registered in SAM.gov and will be required to submit proposals exclusively through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
