THE REQUEST FOR PROPOSAL IS NOW POSTED. QUESTIONS ARE DUE BY 2:00PM CST, JULY 22, 2015 AND PROPOSALS ARE DUE BY 2:00PM CST, AUGUST 12, 2015. THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Healthcare Systems Bureau (HSB), National Hansen's Disease Programs (NHDP) is planning to issue a solicitation to supplies, medications, and services necessary for the outpatient treatment and follow-up of persons diagnosed with Hansen's Disease (HD), and their contacts in the Guam Territory. The solicitation will be issued as full and open with a period of performance will be twelve (12) months with four (4) one-year option periods. The Government intends to issue a solicitation on or about June 15, 2015. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 622110, and the size standard is $38.5M. The Product Service Code (PSC) is Q201. Description The legislative authority for the NHDP is Public Law 99-117, Section 2. (a.), Section 320, and is guided by DHHS regulations. The Ambulatory Care Program was initiated in 1981 as a consequence of the closing of the U.S.P.H.S. hospitals. Historically, persons with HD were provided care by those facilities in the U.S. In order to continue the mandate of the legislative authority, a Contract Care Program was developed to provide these services in communities where the majority of people with HD live. The current Outpatient HD Clinics are located in the states of Arizona, Arkansas, California, Georgia, Florida, Illinois, Massachusetts, New York, the Territory of Puerto Rico, Washington, and Texas. HD is a chronic infectious disease of low communicability, caused by the acid-fast Mycobacteria, M. leprae. It affects the skin and peripheral nerves in the cooler parts of the body. It is effectively treated by multidrug therapy consisting of Dapsone, Rifampin, and Clofazimine. Untreated, it can lead to loss of sensation in the affected areas, leading to trauma, infection, and eventually to deformity and disability. It is the goal of the NHDP to prevent deformity and disability by raising awareness about Hansen's disease, increasing the detection of its' early signs, and initiating treatment early in the disease process. The purpose is to provide HD diagnosis, outpatient treatment, case management, and follow-up of persons diagnosed with HD and screening of their contacts. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice.
