The Office of the Program Manager - Clothing Individual Equipment (PM-CIE) conducted an Industry Day in early February 2007 to support the Family of Flashlight (FOF) program, seeking manufacturers interested in submitting flashlight test candidates for evaluation. The testing process, led by the FOF Integrated Product Team, includes three phases with specific criteria for handheld and hands-free lights. For handheld flashlights, the testing criteria were expanded to allow a length tolerance and inclusion of minimum 40-lumen illumination, with illumination testing conducted during a later phase. Handheld lights must meet performance standards such as a maximum length of six inches, minimum continuous lumens, weight restrictions, subdued color compatible with Army Combat Uniforms, and power source requirements. Hands-free models must be helmet mountable without modification, provide specific lumens for a six-hour duration, conform to size and weight limits, and feature subdued, non-reflective colors, including IR and alternate color capabilities. Interested manufacturers were instructed to submit 35 units per category or subdivision along with lens caps, instructions, and pricing details to the US Army Aberdeen Test Center by a late February deadline. Two primary categories for submission include hand-free and handheld lights, with handheld subdivided into basic, mid-range, and tactical types. Post-testing, successful products would be included on an Approved Family of Flashlights List (AFFL), which will be governed by forthcoming PM-AFFL policies. Information and coordination for submitting test items were facilitated through designated government contacts, ensuring manufacturers had access to briefing packages and updated guidelines.
