The contract solicits 3 cases of Abbott BinaxNOW COVID-19 Antigen Self Tests for over-the-counter, at-home use, with each case containing 12 kits and each kit providing two tests. The item has a non-extendable shelf life of 12 months, and no more than one month may have elapsed from the date of manufacture to the date of delivery to the government. Packaging and marking must comply with Commercial packaging standards and the Medical Marking Standard No. 1, which supersedes MIL-STD-129; all labels must clearly display the date of manufacture, expiration or retest date, and the contract number or lot number. Delivery is required within five days of order placement, with FOB Destination terms applying, and shipments must be made to designated locations in Groton, Connecticut, and aboard the USS Gridley. The solicitation mandates adherence to DFARS clauses for safeguarding covered defense information, cyber incident reporting, NIST SP 800-171 assessment requirements with deviation 2026-O0025, and restrictions on covered telecommunications equipment. The Buy American Act applies to all quotes exceeding the micro-purchase threshold, and the Berry Amendment threshold is set at $150,000. Offers must not include items produced using additive manufacturing, must include a complete Safety Data Sheet, and must submit proper technical data for any alternate offerings, or they will be deemed ineligible.
