TEST PAPER, HYDROGEN

This contract solicits the procurement of hydrogen ion test paper strips in flip-top vials of 100 strips each, with a requirement for color matching at every 0.5 pH interval between 6.5 and 13.0. The product must have a minimum 24-month shelf life, with no more than three months elapsed from the date of manufacture to the date of delivery to the government. Each vial must be labeled with the NSN, manufacturer name, CAGE code, date of manufacture, expiration or retest date, contract number, and lot number, in compliance with MIL-STD-129 for marking and labeling. Packaging must adhere to ASTM D3951 for non-hazardous materials and FED-STD-313 where applicable, with palletization following DLA’s RP001 packaging requirements. The test strips are non-hazardous and subject to destination inspection and acceptance by the government upon delivery. The solicitation requires delivery of five vials within 20 days after order, with FOB Destination terms. The NSN is 6640-01-642-2527, and the solicitation number is SPE2DS-26-T-059W, issued by the Department of Defense’s Medical Supply Chain under simplified acquisition procedures. All responses must be submitted electronically via the DIBBS portal by May 18, 2026. Compliance with DLA’s Master List of Technical and Quality Requirements is mandatory, and suppliers must maintain active SAM registration with valid UEI and CAGE codes. The contract includes mandatory cybersecurity clauses requiring adherence to NIST SP 800-171 for safeguarding covered defense information and cyber incident reporting, as well as regulations governing contractor conduct, whistleblower rights, and restrictions on foreign-flagged vessel transportation. Award will be based on technical acceptability and price under a firm fixed price arrangement consistent with FAR 52.213-4.
