This solicitation, intended for a negotiated contract to procure Test Sets for Aircraft Engines (NSN: 4920-01-607-8242RN), has been cancelled due to significant issues identified with the data package, resulting in no award being made. The requirement was for seven units in the basic year with staggered deliveries at 210 days after receipt of order, distributed among various recipients including FE6401, FE2805, FE2373, an FMS sale, and FE4801. The contract included four option periods of one year each, with quantities ranging from one to five units per option period, and delivery timelines of 210 days after order for exercised options. The solicitation was restricted to small businesses and was to be posted on the official government contracting website for potential offerors to access the complete data package and submit questions in writing only. Communications regarding this acquisition were to be directed to specific government contacts, including a designated buyer and contracting officer, with a process for unresolved contractor concerns involving an Ombudsman to ensure confidentiality and proper handling of disputes. The contracting approach did not utilize the commercial item acquisition policies under Part 12, though the government expressed openness to hearing from firms that could meet the requirements with commercial items within a specified response window. All question and answer exchanges were to be publicly posted online without revealing the identities of participants.
