AI Contract Overview
This is a market survey issued by the United States Air Force under solicitation number 26-JSE-128 to identify qualified sources for Test Support Equipment Control and Monitoring Systems (TSECMS) in support of the 412th Test Wing Electronic Warfare Group at Edwards Air Force Base, California. The purpose is solely to conduct market research and gather information on potential contractors’ capabilities, business size, and socioeconomic status; no contract will be awarded based on responses, and no reimbursement is provided for costs incurred in submitting information. Respondents must provide their company name, SAM Unique Entity ID, Cage Code, address, points of contact, and phone numbers, along with a concise description of their experience delivering the required services detailed in the Performance Work Statement. The response must include a clear identification of the business as small or large under the applicable North American Industry Classification System (NAICS) code 336413, which has a small business size standard of 1,250 employees, and must reflect the current socioeconomic categorization as listed in SAM. While NAICS code 541519 is also referenced, 336413 is the designated code for sizing purposes. Responses are limited to three pages and must demonstrate full capability to support all aspects of the requirement—partial responses will not be accepted. The submission deadline is 10:00 AM Pacific Daylight Time on Wednesday, July 8, 2026. The potential future contract, if one is issued, would be a five-year award with one base year and four option years, requiring on-site personnel for maintenance and upgrades of Siemens Control Systems at designated buildings on base, monthly labor hour and expenditure reporting via the ECMRA portal, adherence to strict U.S. citizenship and security clearance protocols, including Common Access Card issuance, and full compliance with Department of the Air Force safety, environmental, and conduct standards. All work must align with the Performance Work Statement, and future contractors must maintain required professional certifications, wear identifiable uniforms with company branding, avoid any representation as government personnel, and ensure all employees undergo background investigations consistent with Defense Department directives. Insurance coverage must meet FAR 28.307-2 minimums, and any records generated under contract remain federal property subject to audit by cognizant agencies.
