This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension.
