AI Contract Overview
The contract involves the procurement of eight units of a Tester, Spring Resiliency with NSN 6635007171307, under solicitation SPE4A5-26-T-143F, issued by the Department of Defense's ASC SUPPLIER OPER OEM DIVISION. Delivery is required within 171 days from receipt of order, with a need ship date of November 10, 2026, and FOB origin terms apply, meaning title and risk transfer to the government upon shipment from the contractor's location. Acceptance and inspection occur at the destination, specifically the DLA Distribution DDSP New Cumberland Facility in New Cumberland, Pennsylvania, and all shipments must comply with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking, including bare item identification and standardized barcoding. Special packaging directives prohibit mercury or mercury compounds in preservation, packaging, packing, and marking per IP056, except for functional mercury in batteries, fluorescent lights, sensors, controls, or NAVSEA-specified reagents, which must be contained within a secondary barrier as defined by NAVSEA 5100-003D. Sampling for quality assurance follows MIL-STD-1916 or ASQ H1331 Table 1 using zero-defect acceptance unless otherwise stated, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. The item must be furnished in accordance with the DLA Master List of Technical and Quality Requirements referenced by R and I identifiers and may be subject to applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses regarding small business representation, cybersecurity safeguards, hazardous materials disclosure, trafficking in persons, employment verification, and subcontracting. Payment is processed exclusively through Wide Area WorkFlow (WAWF), and the contractor must adhere to the System for Award Management maintenance requirements. No unit or total price is listed in the solicitation, and the contract type remains unspecified, though it is structured as a simplified acquisition with a fixed-price line item. Offerors are required to submit electronic proposals via DIBBS by May 22, 2026, and must provide UEI and CAGE codes, along with socioeconomic status certifications, and disclose any covered defense telecommunications equipment or services in compliance with DFARS
