Texas Star Conference Center Mobile Walls

The City of Euless is seeking sealed proposals for the procurement of three mobile walls for the Texas Star Conference Center located at 1400 Texas Star Parkway, with bids due by 11:00 a.m. C.D.S.T. on Monday, July 6th, 2026. Proposals must be submitted in triplicate—original and two copies—with the solicitation number RFP #007-26 and the project title clearly marked on the exterior; any addenda must also be noted. Bids will be opened publicly in the City Hall Pre-Council Room, and late submissions will be returned unopened. The City is tax-exempt, so no federal excise, state, or city sales tax may be included in bid pricing, and the City will provide a tax exemption certificate. The contract is governed by the Uniform Commercial Code and is subject to termination for default, convenience, or fiscal funding limitations, with any modifications requiring written agreement from both parties. The award will be made to the lowest responsible bidder based on purchase price, bidder reputation, alignment with the City’s needs, past performance, compliance with HUB objectives, long-term cost, and other relevant criteria, though M/W/DBE or HUB status data is requested solely for informational purposes and will not impact award decisions. Proposers must provide certifications including independent price determination, compliance with federal civil rights laws and the Americans with Disabilities Act, and verification that they do not boycott Israel as defined under Texas law. Required submissions include a completed pricing sheet with itemized unit and total costs, signed proposal certifications, guarantees and warranties, work history demonstrating similar experience, and a Conflict of Interest Questionnaire. Workers’ compensation insurance coverage must be certified using TWCC forms 81 through 84, and all employees providing services must be covered. A certificate of insurance meeting specific coverage thresholds—including $1 million per occurrence and $2 million aggregate in auto liability—must be submitted before contract approval, naming the City and its representatives as additional insureds, with 30 days’ notice required for any policy changes. Goods must be delivered F.O.B. destination, freight prepaid, to the City of Euless, with packaging conforming to commercial standards and each container marked with seller and consignee details, container numbers, and the location of the packing slip. Delivery must occur within 30 days after release, and the City reserves the right to procure elsewhere if deliverables fail to meet specifications, with the bidder liable
