The contract involves two distinct yet related projects at McConnell Air Force Base in Wichita, Kansas, to be bid simultaneously but awarded separately. The first is a Military Construction (MILCON) project to upgrade Buildings 37 and 49 under the Total Force Initiative (TFI) for the Distributed Common Ground System (DCGS). This extensive remodel includes interior renovations, new mechanical and electrical systems, and exterior site work. Building 37, formerly a jet engine shop, will be transformed into modern office space with a mezzanine addition, comprehensive HVAC upgrades with an option for geothermal heating and cooling, and enhanced electrical and communication infrastructure. Building 49 will also undergo major interior remodeling, plumbing replacement, and electrical upgrades, maintaining its use as office space while improving restroom and locker facilities. The project is expected to cost between $5 million and $10 million and take approximately one year to complete following the Notice to Proceed. The second effort is a Sustainment-Restoration-Modernization (SRM) contract comprising two components: demolition of Buildings 43 and 47 and construction of a new INTEL parking area. Building 43, a 4,500 square foot fire station, along with a smaller metal structure (Building 47), will be demolished, including removal of related pavement and utilities. The parking construction includes removal of an existing concrete lot and replacement with new asphalt parking complete with curb and gutter, coordinated closely with the Building 49 renovations. This SRM work is estimated between $500,000 and $1,000,000 and also scheduled for about a year of completion time. Both MILCON and SRM projects will be awarded as separate, firm fixed-price contracts to potentially different contractors, with bidding aligned to facilitate concurrent evaluation and award processes. The contracting officer and chief of contracting are point contacts for this solicitation under the Department of Defense, focusing on ensuring comprehensive site improvements and facility modernizations.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
