Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

The Naval Air Systems Command (NAVAIR) Patuxent River plans to negotiate and award a sole source contract to L-3 Communications Vertex Aerospace LLC to continue providing Contractor Logistic Support (CLS) for the TH-57 aircraft under contract number N00019-12-D-0003. This support encompasses all necessary maintenance, logistics services, and materials to conduct both Organizational and Depot level maintenance for TH-57 helicopters based at Naval Air Station (NAS) Whiting Field, Florida, and Patuxent River, Maryland. The TH-57 is a five-seat, turbine-powered light utility helicopter used by the Chief of Naval Air Training (CNATRA) as the Navy’s Undergraduate Helicopter Pilot Trainer, with 126 active aircraft, 124 of which are controlled by CNATRA at NAS Whiting Field. Ensuring ongoing CLS is critical to maintain the aircraft in compliance with FAA regulations and government standards, directly supporting naval aviation training readiness. The new contract will be an Indefinite Delivery Requirements type, starting October 1, 2012, with a six-month base period and a three-month option. The sole source award under FAR 6.302-1 is justified by the unique capability of L-3 Communications Vertex Aerospace LLC as the current contractor, ensuring continuity and avoiding any gaps in support that could negatively impact CNATRA’s training mission. This contract extension is not a solicitation but a notice of intent, provided for informational purposes. Interested parties are directed to the company’s website for subcontracting opportunities. The contract will be managed from NAVAIR’s office in Patuxent River, Maryland, with the primary performance location at Milton, Florida.

The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to negotiate and award a contract on a sole source basis to L-3 Communications Vertex Aerospace LLC to extend current support efforts for TH-57 Contractor Logistic Support (CLS) under contract number N00019-12-D-0003, which consists of all maintenance, logistics services and materials necessary to provide for Organizational (O) and Depot (D) level maintenance required to support and maintain the TH-57 aircraft located at Naval Air Station (NAS) Whiting Field, FL and Depot and supply support for TH-57 aircraft at Patuxent River, MD. The TH-57 Training System (TH57TS) consists of a five seat, turbine powered, light utility helicopter utilized by Chief of Naval Air Training (CNATRA) as the Navy's Undergraduate Helicopter Pilot Trainer (UHPT). There are a total of 126 TH-57 aircraft in active inventory. Of these 126 aircraft, CNATRA is the Aircraft Controlling Custodian (ACC) for 124 TH-57 aircraft which are located at Naval Air Station (NAS) Whiting Field, Florida. All maintenance, logistics support, and pilot services for the TH-57 aircraft are provided through Contractor Logistics Support (CLS). The aircraft is maintained in compliance with Federal Aviation Administration (FAA) regulations, Government directives, and instructions for O and D levels of maintenance. The resultant Indefinite Delivery Requirements type contract will commence on 1 October 2012 and will consist of a 6 month base and a 3 month option. NAVAIR intends to award this TH-57 CLS effort to L-3 Communications Vertex Aerospace LLC, under the authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements). To mitigate the risk that award for the competitive follow on contract might be after 30 September 2012, award of a sole source contract to the current performing contractor is necessary in order to continue to meet CNATRA's training mission. A gap of CLS support would result in a negative impact to Naval Aviation readiness. This notice of intent is not a request for proposals. This sole source synopsis is provided for informational purposes only. See government-wide Numbered Note 22 For subcontracting opportunities please visit L-3 Communications Vertex Aerospace LLC's website at http://www.l-3vertex.com
