Solicitation D11PS18897, issued by the Department of the Interior, seeks a contractor to acquire and analyze real-time water quality, quantity, and weather data across four sites located in Israel, Jordan, and the Palestinian Territories. The project involves the installation of monitoring equipment at existing surface water stations, including a concrete reservoir and a bridge platform, where existing systems may need to be retrofitted. The government requires real-time monitoring of groundwater parameters such as water depth, temperature, dissolved oxygen, conductivity, pH, ORP, and turbidity, while noting that ammonium, phosphate, and nitrate may be handled via hand-held units if real-time collection is too costly. The contract is a total small business set-aside and requires the contractor to provide self-sufficient equipment station setups. While the bulk of the equipment should be American-made, local procurement is permitted for small parts and supplies. The U.S. Government will provide assistance with logistics for equipment shipments and coordinate with embassies and consulates to provide guidance on security requirements for personnel traveling to the Middle East region.

Amendment 6 - contractor questions and government respose are posted at AQD website http://www.aqd.nbc.gov/ (and select Business Community, Solicitations, Open Market Solicitations) or copy and paste the following link:http://www.aqd.nbc.gov/Business/openmarket.aspx 1) For import of the equipment to the locations in the middle east would it be possible to use a diplomatic pouch if necessary? Response: U.S. Government will assist with logistics for equipment shipments and handling. 2) Security - will we need to hire guards or will we have local assistance at all times? Response: U.S. Government will work with Embassies and Consulates to determine and provide guidance on security requirements at time of travel. 3) Will the surface water monitoring stations be at an existing station or at a new site? Response: Existing Stations. 4) What are the conditions at the sites of the surface water monitoring stations? Response: Two stations: 1) Concrete reservoir at developed site; 2) Concrete bridge/platform over small stream. Existing monitoring system to be adapted and retrofit for new system. 5) Which constituents are you looking to sample automatically from groundwater, or are you only looking to measure groundwater level automatically? Response: automatically (real-time) from groundwater" water depth " temperature " dissolved oxygen " conductivity" pH" Oxidation reduction potential (ORP)" turbidity" ammonium/ammonia*" phosphate*" nitrate* *USDA may be open to monitoring these parameters with hand-held units if real-time collection is deemed cost prohibitive. Please include in quote. 6) Are the surface water monitoring stations existing (e.g. is there a metal box) or are we expected to provide a quote that includes constructing the station in addition to supplying and setting up the equipment? Response: Please provide quote that includes an equipment station set-up that would be self sufficient. One site has an existing system that may or may not be usable. 7) While the RFQ seems to encourage purchase of American goods, is it acceptable to purchase equipment from a local distributor if the equipment is manufactured in the US? Response: Bulk of equipment is recommended American made. Additional supplies and materials (i.e. piping, small parts, etc.) can be procured locally if available and/or accessible.

Solicitation # 140D0427Q0915
Solicitation 140D0427Q0915 is a firm-fixed-price commercial construction contract issued by the Department of the Interior's Interior Business Center on behalf of the National Park Service Historic Preservation Training Center. The project requires a contractor to design, erect, maintain, and dismantle OSHA-compliant scaffolding at the Chalmette Monument in New Orleans, Louisiana. The scaffolding must provide full access to a 100-foot-tall, 6,800-square-foot stone obelisk to facilitate masonry repairs over a three-month stabilization window. Key technical requirements include the submission of engineered stamped shop drawings, the installation of debris netting on all four sides, and five platform decks capable of supporting 3,000 pounds for water tank storage. Notably, drilling or attaching the scaffold directly to the stone surface is strictly prohibited. This opportunity is a total small business set-aside under NAICS code 238990, with a business size standard of 19 million dollars. The period of performance is 150 days from the Notice to Proceed. Award decisions will be based on a best value trade-off, where non-price factors—specifically the technical and engineering approach and past performance—are more important than price. Technical evaluations will focus on the schematic scaffold plan and the ability to meet installation dates. Proposals must be submitted in two separate volumes, with Volume I limited to 25 pages. The contract is subject to the Davis-Bacon Act and requires performance and payment bonds, as well as insurance per FAR 52.228-5. Invoicing must be processed electronically through the Invoice Processing Platform.
