The Defense Information Systems Agency (DISA) at Fort Meade, Maryland, intends to execute a non-competitive bilateral contract modification with Harris IT Services Corporation (HITSC) under contract HC1047-05-D-4002 to increase the current ceiling by $45 million, raising the total contract value to $225 million. This indefinite delivery/indefinite quantity (IDIQ) contract, originally awarded on November 22, 2004, and ongoing through September 30, 2013, is focused on providing critical engineering support and preventive and emergency maintenance for TS/SCI video and voice IP communications services used by key government officials including the President and cabinet members. HITSC’s responsibilities include system and secure facility design, network development and integration, equipment and software installation, training, documentation, and managing a secure maintenance and engineering lab to ensure high reliability and availability of communications services. HITSC also supports maintenance efforts by providing continuous emergency response, scheduled preventive maintenance, and procurement and storage of necessary parts and materials without disrupting operational schedules. The increase in contract ceiling reflects the agency's need to continue technological improvements, equipment replacement, and defect corrections to maintain optimal network performance and interoperability. This contract action is based on sole-source authority, citing that HITSC is the only responsible source capable of meeting these specialized requirements. The notice serves to comply with mandatory public disclosure requirements and is not a solicitation. Points of contact for this modification include Christian M. Fox, Contracting Officer, and Arielle Douglas, Contracting Specialist, both reachable via phone and email.
