The Department of Defense Military Treatment Facilities in San Antonio, Texas, required non-personal services for the Intrinsic Function and Structure in Multiple Sclerosis (IF-SIMS) Study. The scope of work involved the derivation of induced pluripotent stem cells from skin biopsies or blood samples, subsequent differentiation into various central nervous system cell types, and the performance of single-cell transcriptions or phenotype analysis. The selected contractor was responsible for providing all resulting data and analysis to the principal investigator while complying with all applicable federal, state, and local environmental regulations. The 502d Contracting Squadron pursued a Firm Fixed Price contract for these specialized services. Following market research conducted via the Small Business Administration and Federal Business Opportunities, the government issued a single source justification to award the contract to NeoNeuron LLC. This decision was based on the contractor's unique technical capabilities and the critical need for proximity to the San Antonio Metropolitan Area to ensure the integrity of the biological samples.
