Solicitation Number: F3HSH19604A001-NIDSIII Notice Type: Special Notice Synopsis: 4 June 2019 IAW FAR 5.201(a) and DFARS PGI 206.302-1(d) this is a Notice of proposed contract action and a request for information to increase the contract ceiling and extend NIDS III IDIQ contract FA460014D0001. The Government intends to extend the NIDS III contract twenty seven months and add additional contract scope on a sole source basis, using authority under FAR 6.302-1. NIDS III provides highly specialized Engineering and Technical Services to provide Software Development/Maintenance for the National Target Base and National Designated Ground Zero List in support of the Targeting Integrated Product Team, supporting the USSTRATCOM Air Room War Planners at Offutt AFB. NE. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL The FSC Code is D399, and the NAICS Code is 541511 and the size standard is $27,500,000.00. The 55th Contracting Squadron, Offutt AFB, NE intends to extend the NIDS III contract twenty seven months to 30 Jun 2022 and increase total contract value by $16M, from $40,749,563.35 to $56,749,563.35. The two main drivers for this extension/increase are: (1) the completion of the ongoing increment 4 development program. (2) The future stand up of the HBC Software Factory and thus the avoidance of potential duplication of costs and significant technical risks. The ceiling increase and additional technical scope is required to support the establishment of the future HBC Software factory within the current USSTRATCOM building (building 500, Offutt AFB, NE). BLDG 500 is expected to be vacated by 1 Jan 2020 at which point the Government program office will begin construction of the factory. It is anticipated that 7 months will be required in order to ready the initial space for the first contractor to occupy (Aug 2020). After the space is ready to occupy, each current Mission Planning and Analysis System (MPAS) application contractor will be tasked to duplicate their current development environments at Building 500 location. These activities have resulted in a need for expanded contract capacity to execute planned operations for FY19-FY22 for the National Target Base Desired Ground Zero (DGZ) List (NDL) Integrated Development System. The total requested ceiling increase will allow for continued maintenance and sustainment activities, ongoing development activities, increased on-site support requirements, and required future modifications to NIDS development and modified weapons. To stop in the middle of the Increment modernization and development effort, would cause unacceptable risk to our nation and place detrimental impacts and delay to the Integrated Strategic Planning and Analysis Networks (ISPANs) other contracts, Air Vehicle Planning System IV (APS IV), Missile Applications Software Support ll (MASS ll), and Mission Planning and Analysis Common Services (MPACS). The ISPAN program is a highly complex system used only at USSTRATCOM and the NIDS program is unique to ISPAN. NIDS III receives intelligence data from various sources, and uses complex algorithms and graphical interfaces for target selection and weapons placement by Air Room Planners and HQ USSTRATCOM, Early Plan Designers. The NIDS III contractor must possess and maintain a SECRET and additional caveat cleared facility. This includes storage capacity for SECRET and additional caveated documents and equipment. All contractor personnel shall be a United States citizen and possess/be eligible for a TOP SECRET security clearances and additional caveats. Most contractor individuals will require access at a higher level to include Sensitive Compartmented Information (SCI)/Nuclear Command and Control (NC2)/Special Access Program (SAP)/Special Access Required (SAR) or others. Final security requirements will be documented in the DD Form 254. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If you believe your company can provide the NIDS III services at full performance starting 1 Apr 2020, you may provide a capability package within fifteen (15) days of this announcement.
