The Ontario Plan 2050 Policy Plan Amendment Supplemental Environmental Impact Report

The City of Ontario is advancing a comprehensive Policy Plan Amendment to The Ontario Plan 2050, focused on reconfiguring land use patterns across more than 1,300 acres in the southern portion of the city to align with state laws, enhance land use compatibility, and establish the region as a regional employment and logistics hub. This amendment, processed concurrently with the East Bay Portion of the Southern California Logistics Project, responds to developer and property owner requests for changes in land use intensity and type while ensuring consistency with the city’s long-term planning goals. The project is subject to the California Environmental Quality Act and is being evaluated through a Supplemental Environmental Impact Report, which rigorously assesses air quality, emissions, and health impacts associated with proposed industrial, warehouse, and fulfillment center developments totaling up to 2.9 million square feet. Key environmental mitigation measures include adherence to CARB and EPA standards for off-road equipment, requiring Tier 4 Final or renewable diesel-powered machinery, prohibiting excessive idling, mandating low-VOC coatings, controlling fugitive dust through Rule 403 compliance, and ensuring imported soil meets DTSC screening levels. The South Coast Air Quality Management District serves as a responsible agency for air quality permitting, while the City of Ontario, as the lead agency, retains decision-making authority over approvals. Construction is scheduled in phases, with Phase 3 set to occur between January 2030 and June 2031, during which operational phases remain active and require coordinated emissions management. The project includes enforceable conditions integrated into tenant leases, such as vehicle speed limits on unpaved surfaces and use of newer haul trucks, and requires the submission of a Construction Emissions Management Plan for approval. Public submittals are due by December 6, 2025, to the City’s Planning Department, with inquiries directed to Thomas Grahn or Nicole Vermilion. No federal acquisition regulations, pricing schedules, contract line items, or commercial delivery terms are applicable, as this is a municipal land use planning and environmental compliance initiative rather than a federal procurement action.
