Coastal Mississippi, operating under the Mississippi Gulf Coast Regional Convention and Visitors Bureau, is soliciting proposals for marketing and advertising services to support the Mississippi Gulf Coast Air Growth Project, with the goal of increasing inbound air traffic to Gulfport-Biloxi International Airport by promoting existing and new air service offerings to targeted fly-in markets. The solicitation, numbered 3170035864 and posted on June 1, 2026, requires six sealed copies of the proposal to be delivered by 2:00 PM CST on June 4, 2026, to Kendra Simpson at 2350 Beach Blvd., Ste A, Biloxi, MS 39531, clearly labeled with the project name and service type. Proposals will be evaluated based on a weighted point system that prioritizes tourism and hospitality capabilities and experience (30 points), key personnel expertise (20 points), experience with federal grant programs (20 points), financial ability to fund operations prior to reimbursement (10 points), local Mississippi experience (10 points), proposed cost (5 points), and fly-in market experience (5 points). The award will be made to the offeror whose proposal is deemed most advantageous to the Owner, considering both price and non-price factors. The contract will be funded in whole or in part by RESTORE Act grant monies from the U.S. Department of the Treasury and the Mississippi Department of Environmental Quality, and all work must be performed within the State of Mississippi. Offerors must possess a valid UEI number in SAM and certify they have no unpaid federal tax liabilities. Compliance with Minority Business Enterprise and Women Business Enterprise requirements is mandatory, as detailed in Attachment B, and contractors must document good faith efforts to engage MBEs and WBEs, either through subcontractor certifications from MDOT, SBA, or MDA, or through detailed self-certifications indicating 51% ownership and control by minority or women owners.
