The U.S. District Court for the Northern District of Alabama is seeking open market quotes for architectural and engineering services to modernize three key areas on the first floor of the Hugo L. Black U.S. Courthouse in Birmingham, Alabama, under solicitation ALND26-003. The project involves comprehensive renovations to the primary atrium, an administrative office, and the jury assembly room kitchenette, with each space requiring upgrades to electrical systems, lighting, heating, ventilation, and air conditioning. The atrium renovation will reconfigure the space connecting main entrances and elevator areas, update finishes including tile, paint, and chair rails, install new signage, prepare walls for art display, and relocate the central seal and bust to enhance visitor experience. The administrative office will be converted into a functional workspace featuring two supervisory offices, three standard offices, a semi-private four-person cubicle area, a breakroom, and a walk-in vault. The kitchenette will be expanded by incorporating an adjacent office, with new cabinetry, countertops, and finishes aligned with the jury assembly room’s aesthetic. All work must comply with the Architectural Barriers Act Accessibility Standard and adhere to GSA P-100, P-120, the U.S. Courts Design Guide, and other federal standards for public facility design, security, and commissioning. The design must include a phased construction plan with distinct, independently executable project segments and separate cost estimates for each space. The contractor must provide a designated representative with full authority to act on behalf of the firm and serve as the central point of contact with the judiciary. All unescorted personnel must hold HSPD-12 clearance or an approved alternative, and the contractor must maintain specified insurance levels including workers’ compensation, automobile liability, and general liability coverage throughout performance. Subcontractors must have at least five years of experience working in federal or state facilities, and the offeror must submit two references for each proposed subcontractor—failure to meet these criteria renders the proposal technically unacceptable. The design deliverables, including schematic design, design development, and construction documentation, must be completed within 180 days of the Notice to Proceed, with full project closeout by day 200. Quotes must be submitted via email using the prescribed form no later than July 2, 2026, and will be evaluated based on lowest priced, technically acceptable criteria. The taxpayer identification number must be verified with IRS records, and all project documentation must be managed in accordance with U.S
