Thermal System Piping

The solicitation seeks the procurement of schedule 40 carbon steel piping, fittings, valves, and connections for a thermal system designed to cool PEM electrolyzer stacks as part of the Multimegawatt Electrolysis project at the National Laboratory of the Rockies. All components must comply with Victaulic Original Groove System (OGS) specifications, ASME pressure codes, and be capable of withstanding continuous operation at a minimum pressure of 150 psi and temperature of 200°F while circulating a 50/50 propylene glycol/water solution. Deliveries are due no later than December 31, 2026, to the NLR Flatirons Campus in Arvada, Colorado, with performance activities centered at the Golden, Colorado facility. The procurement follows a Lowest Price, Technically Acceptable (LPTA) evaluation method, where only technically compliant offers are considered for award, with price being the sole deciding factor among those that meet minimum requirements. Offerors must certify their small business status through SAM.gov, declare the country of origin for all items, and comply with the Buy American Act, including potential price adjustments for foreign content. They are also required to affirm compliance with Section 889 prohibiting the use of covered telecommunications equipment from Huawei, ZTE, and other designated foreign entities, and to provide price justification via published catalogs, customer invoices, or GSA Schedule data. Tariff costs must be itemized, and offerors must indicate whether they are the importer of record and whether the Duty Free Entry clause applies, with post-award price adjustments permitted if tariff changes exceed $250. All submissions must be electronic, accompanied by completed representations, certifications, and adherence to NLR’s Standard Terms and Conditions, and must be received by July 30, 2026, at 4:00 PM Mountain Time. The contract is issued under the Department of Energy’s parent contract DE-AC36-08GO28308, managed by Alliance for Energy Innovation, LLC. No subcontracting for installation is permitted; this work is reserved for NLR’s internal team. Payment will be processed electronically via ACH or wire transfer upon award, with remittance details provided after contract execution.
