The Department of Financial Services, Division of Criminal Investigations in Florida, intends to award a single-source contract to Thermo Fisher North America LLC for maintenance and repair services on analytical laboratory instrumentation used in criminal investigations. This decision follows the determination that no other vendor can provide the required services, as Thermo Fisher is the original equipment manufacturer and sole authorized provider of certified repairs, spare parts, technical support, software upgrades, and engineering resources for its laboratory equipment. The contract will cover a 12-month service period with performance limited to the state of Florida, ensuring all equipment operates to its original specifications using factory-certified components and procedures. The procurement is justified under Florida Statutes Chapter 120.57(3) and Rule 60A-1.045, requiring a public notice of intent that was posted on July 7, 2026, and remained open for protest until July 10, 2026. Failure to file a protest or post required security within that window constitutes a waiver of further rights under Chapter 120. The NAICS code for this acquisition is 81101706, aligning with laboratory equipment maintenance services, and applicable regulatory standards include Florida Statutes 633.104(1) and 633.112, as well as Rule 69D-5.001 of the Florida Administrative Code. No pricing details, payment terms, or inspection criteria are specified in the provided documentation, as the focus is solely on the necessity of OEM exclusivity to meet operational requirements for forensic analysis. All submissions were to be made by July 2, 2026, and inquiries may be directed to Sarah Buranosky at the Department of Financial Services via phone or email.

Smart IT Tools Holder Pro Software
Solicitation # 2627-03 SS OIT
The Florida Department of Financial Services, Office of Information Technology, intends to enter into a single source agreement with Smart IT Tools, LLC for the acquisition of the Holder Pro Software source code and a one-year subscription to the AI-powered National Association of Unclaimed Property Administrators (NAUPA) Eyeball Report Generator. This procurement, identified by solicitation number 2627-03 SS OIT, is valued at an estimated 239,996 dollars. The purchase is justified as a single source because the software is proprietary intellectual property of Smart IT Tools, LLC, and it is the only proven solution capable of seamless integration with the existing Unclaimed Property Management Information System (UPMIS). The agreement provides the Department with joint ownership of the configured codebase and includes an option to renew the annual subscription for up to three additional years. Technical specifications for the software include a React 18 and TypeScript frontend and a .NET 10 REST API backend, with a requirement for the AI tool to undergo model retraining as NAUPA standards evolve. Prospective vendors were given until September 22, 2026, to provide relevant information to the Department. The procurement process is managed by Becky Hale in the Office of Purchasing and Contractual Services, with oversight from the Chief Information Officer and the Deputy Chief Financial Officer.
