The U.S. Department of Energy’s National Energy Technology Laboratory is soliciting quotes for a Mettler Toledo Laboratory Thermal Gravimetric Analyzer (TGA) and Differential Scanning Calorimeter (DSC) 3+ under a total small business set-aside, with the North American Industry Classification System code 334516. Only small business concerns, defined as those with 1000 employees or fewer, are eligible to respond; any offer from a non-small business will be rejected. The requirement is brand-specific, justified under federal authority due to the necessity of maintaining compatibility with existing Mettler Toledo STARe software and equipment infrastructure at NETL, ensuring consistent, reliable data outcomes. The acquisition follows the Revolutionary FAR Overhaul Part 12, with deviations accepted, and applies standard commercial contract clauses including FAR 52.212-1 and 52.212-4 as modified. Vendors must be authorized resellers of Mettler Toledo as of the quote submission date and must submit their response using the SF-1449 form through FedConnect by the deadline, along with detailed technical literature, warranty information, and up-to-date Representations and Certifications either via SAM.gov or included with their quote. All submissions must be made electronically through FedConnect, and no paper copies will be provided. Questions must be submitted via FedConnect within five business days of the solicitation’s issuance, and responses to those inquiries will be posted publicly on the portal without identifying the source. The evaluation will select the technically acceptable quote with the lowest firm-fixed price, and vendors must quote on all listed items to be considered. The government reserves the right to verify vendor authorization and product compliance. The contract will result in a single award, with delivery at FOB destination, and the point of contact for contracting inquiries is Shannon Lynch. Vendors are strongly encouraged to register for FedConnect notifications to receive updates and amendments, and technical specifications are attached to the solicitation. FedConnect is operated by Unison Software, Inc., and DOE does not provide technical support for the system.

The small business size standard is 1000. The Department of Energy has accepted the deviations of RFO Part 12. BRAND NAME JUSTIFICATION: This brand name justification is written in accordance with RFO FAR 16.507-7(a) under the authority of 41 U.S.C. 3304 (a)(5) as implemented by RFO FAR 11.204. Mettler Toledo Laboratory Thermal Gravimetric Analyzer (TGA) is needed because the Mettler Toledo TGA system, a part of the Mettler Toledo STARe Thermal Analysis Excellence line of products has already been established in the laboratory and uses STARe a proprietary software, which is part of the existing infrastructure at NETL which enables NETL to maintain a level of standardization and compatibility across exiting equipment to ensure consistent and reliable data that would otherwise be unattainable if another manufacturer/brand were chosen. The following clauses apply to this acquisition: FAR Clause 52.212-1, Instructions of Offerors-Commercial Products and Commercial Services (DEVIATION NOV 2025) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Services (DEVIATION NOV 2025) A full list of applicable provisions and clauses is available in FedConnect. EVALUATION: Selection will be based on the small business quotation that is considered technically acceptable with the lowest firm-fixed price quote. The vendor shall be an approved and authorized reseller of the brand/manufacturer as of the submission date of their quote. The Government reserves the right to request vendors provide documentation that validates they are an approved and authorized reseller and that the products/services quoted meet the requirement. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. The Government anticipates issuing a single award from this RFQ. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data, as necessary. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation. Submission Requirements and Inquiries All quote and questions must be submitted electronically through FedConnect. Only those quotes and questions posted to FedConnect will be accepted. Quoter must register with FedConnect to respond as an interested party to submit quote, questions, and to view responses to questions. Questions will not be answered over the phone. The Contracting Officer must receive questions regarding the quote via FedConnect within 5 business days after the issuance of the quote. The Government reserves the right to not respond to any questions received after this timeframe. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers, without reference to the originating sources. This is an electronic RFQ therefore no hard (paper) copies of the RFQ and related documents will be made available. Vendors can find the solicitation by clicking “Search Public Opportunities” and searching by the solicitation number 89243326QFE000552. It is highly recommended that quoters register to receive notifications for amendments, messages, and email alerts associated with the solicitation. Automatic Compression Testing Machine
Solicitation # NIST-SSN-NOI-26-7302192
The National Institute of Standards and Technology (NIST) is conducting market research to identify capable commercial suppliers for a single Automatic Compression Testing Machine with a 450-kip (2000 kN) capacity, designed to test 4-inch by 8-inch concrete cylinders and smaller cubes, as well as 4-inch by 4-inch by 14-inch concrete beams. Suppliers must submit product specifications, manufacturer details, country of origin, standard commercial pricing, estimated price ranges, and terms and conditions, including warranty details. They must also indicate whether their offerings qualify as commercial products or commercial services, assess compliance with FAR Clause 52.219-14 for potential small business set-asides, and disclose any existing federal contract vehicles such as GSA MAS that could facilitate procurement. NIST will use all submitted information solely for market research purposes and is under no obligation to award a contract or compensate respondents. The response deadline is August 14, 2026, and no solicitation exists at this time; any future procurement will be conducted through a separate, formal process.
