Third-Party Medicaid Billing

The Texas School for the Deaf is soliciting third-party services to administer Medicaid Administrative Claims and School Health and Related Services reimbursement for 500 to 600 students, with the contract term beginning July 1, 2026, and continuing through June 30, 2027, with an option to renew for up to three additional one-year periods extending to June 30, 2030. The contractor is required to implement and manage a secure, web-based Medicaid billing system integrated with Frontline eSped, handle monthly eligibility submissions to Texas Medicaid & Healthcare Partnership, calculate IEP ratios for billing, manage the Random Moment in Time Study, ensure electronic signature compliance, and provide unlimited on-site and virtual training with American Sign Language interpreters and closed captioning. All services must be delivered Monday through Friday, 8 a.m. to 5 p.m. CT, and comply with federal and state regulations including CMS guidelines, HIPAA, Texas Administrative Code, FERPA, and TX-RAMP requirements for cloud services. The contractor must also ensure all personnel with direct student contact pass criminal background checks, maintain strict data security under Texas Government Code provisions, use E-Verify, refrain from participating in boycotts of Israel or energy companies, and avoid any requirement of COVID-19 vaccination passports. The solicitation, issued as RFP 6-811-001 with an addendum dated May 20, 2026, requires submissions by 3 p.m. Central Time on May 26, 2026, either via email as a single PDF labeled with the RFP number and vendor name, or as a hard copy delivered to the Texas School for the Deaf in Austin. Proposals must include signed originals and at least one additional paper copy, along with six exhibits: Execution of Proposal, Price Sheet, Company Profile, Key Personnel profiles limited to one page each, Past Projects with references also limited to one page per entry, and a Response Submission Checklist. Evaluation is based on a best-value trade-off approach, with 60 percent weighting on compensation and fees submitted in Exhibit B and 40 percent on qualifications and experience demonstrated in Exhibits C, D, and E.
