This is a sources sought and for market research purposes only to find third-party vendors that support prepaid toll services for Government-Owned Vehicles (GOV) at Travis AFB, CA.


The requirement is to obtain access to a toll service account and network within the state of California, including the issuance and management of individual transponders for each assigned GOV. No other states are applicable or required.


If interested, please ensure that your company can meet the following requirements:


Provide Uninterrupted Toll Service Access: The vendor shall establish and maintain one master account for DTRA Travis and provide functional transponders for each GOV. This includes:


  • Keeping the master account in good standing to ensure uninterrupted access to the entire CA’s toll network.
  • Issuing, replacing, and managing individual transponders as requested by the DTRA, ensuring each is correctly linked to the master account.

Provide Accurate and Timely Account Management and Reporting: The vendor shall provide a secure and compliant mechanism for the DTRA HQ to fund the account using a WAWF system and grant access to accurate, detailed monthly usage reports. This includes:


  • Maintaining a system capable of accepting WAWF payments to ensure the account maintains a positive balance.
  • Providing access to monthly reports via an online portal or electronic delivery, detailing the date, time, location, and cost of each toll transaction for every transponder.
     

Violation Management and Dispute Resolution: The vendor shall be responsible for proactively managing and resolving toll violations that occur due to equipment or system errors. The vendor shall be responsible for investigating, disputing, and resolving any erroneous toll violation notices, penalties, or administrative fees issued to a registered DTRA Travis GOV.


Payment: Invoicing will be coordinated through Wide Area Workflow (WAWF) only, no other payment methods are authorized.


This is a Request for Information.  There is no solicitation available at this time.  Requests for Solicitation and inquiries related to same will not receive a response.  THIS NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY, AND IN NO WAY OBLIGATES THE GOVERNMENT TO ISSUE A SOLICITATION OR OTHERWISE MAKE A CONTRACT AWARD.  Any and all information submitted in response to this synopsis is strictly voluntary.  The Government will not pay for any information submitted in response to this notice and shall become the property of DTRA.  The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.  Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work.  Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  After a review of the responses received, DTRA may issue a pre-solicitation synopsis and an RFP.  However, responses to this notice will not be considered adequate responses to a solicitation which may be published in the future.
