The DHS US Coast Guard Training Center Petaluma intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to proprietary management and sole legal coverage under the active regional Group Aquatic Pesticide Application Plan (APAP) permit (NPDES Permit No. CAG990005) regulated by the California State Water Resources Control Board.
