The Military Traffic Management Command (MTMC) is transitioning its Guaranteed Traffic program to FAR-based Tailored Transportation Contracts (TTC) to incorporate improved commercial practices for procuring motor, rail, pipeline, and barge carrier transportation services as well as accessorial services. This change aims to support Defense Logistics Agency depots, Defense Energy Support Centers, military installations, and vendor locations by standardizing contract procedures and ensuring transportation providers meet the Department of Defense's freight movement needs. The new contracting approach will enable full and open competition and facilitate a fully automated system for routing U.S. Government freight, including foreign military sales shipments. An Integrated Process Team (IPT), consisting of government and industry representatives, has been established to develop the Draft Request for Proposal (RFP) for the TTC. The IPT is preparing performance work statements for both Freight of All Kinds (FAK) and Fuels, along with contract line item structures reflecting best practices and standards. Scheduled IPT sessions in April and May of 2002 will further develop these documents, with progress reports made available for industry feedback online. Interested parties are encouraged to submit comments or suggestions following detailed guidelines to ensure efficient review. While this notice provides an overview and invites collaboration on the Draft RFP development, it is not a solicitation and does not commit the government to award a contract or compensate for information submitted. Pre-proposal conferences will be held, and specific points of contact are designated for inquiries concerning freight and fuel contracts.
