Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference: Solicitation Number N00244-22-Q-0245. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 6.302-1(a)(2)(i)(A), only one source being available to meet the Government's needs, to: RELX, Inc. - DBA: LexisNexis 9443 Springboro Pike Miamisburg, OH 45342-4425 The North American Industry Classification System (NAICS) code for this requirement is 511199; the business size standard is 500 (number of employees). The objective of this sole source award is to issue a Firm Fixed-Price (FFP) contract for LexisNexis UHD, consisting of a multitude of legal resources, in support of the Naval Consolidated Brig Miramar (NAVCONBRIG Miramar). SECNAVISNT 1640.9C and American Correctional Association standards requires our command to provide comprehensive resources for legal research on Military and Federal Law. Military Correctional Facility Miramar does not allow prisoners internet access so this is the only and or least expensive option. The UHD (Hard Disk) allows prisoners to search a multitude of legal databases on their time and without the requirement of staff supervision. If this system were not used, it would require many man hours to supervise each prisoner requiring access to legal materials. Additionally, the prisoners would not have ready use of legal materials, which may preclude them from meeting certain deadlines for clemency or trial. The UHD is provided by Lexis Nexis with a site license for unlimited use by prisoners. RELX, Inc. DBA: LexisNexis is the standard all Legal offices use and is the only electronic law library service available on a hard disk drive because prisoners cannot have internet. Only RELX was identified that offered this solution. The only other law library services available are online only and NAVCOMBRIG Miramar has been using the hard disk version so prisoners can access a law library in accordance with our American Corrections Associate Certification. No other sources are known to offer the comprehensive law library on a hard drive or disk. (Required for the prison population). This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide access to the comprehensive law library via UHD with a site license for unlimited use. Capability statements shall not exceed 10 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
