THREE PHASE 27KV RECLOSERS

The Peabody Municipal Light Plant (PMLP) is soliciting bids for the procurement of electronically controlled, automatic three-phase, solid dielectric 27 kV vacuum circuit reclosers. These units must be pole-mounted and include a SEL-651R control unit with a painted 316 stainless steel enclosure, six Low Energy Analog voltage sensors, and a 13200V to 120V potential transformer. Technical requirements specify that control units must feature fiber optic, Ethernet, and RS232 ports. All reclosers must be shipped preassembled from the factory in a manner that allows for offloading via fork truck, with detailed manufacturer labeling and PMLP purchase order numbers on all shipping documentation. Bidders must provide firm pricing valid for 60 days, and preference is given to proposals without upward escalator clauses. The contract requires the submission of a signed Certificate of Non-Collusion and tax compliance certification under Massachusetts law. Awarded sellers must execute the contract within 15 days of notification. Delivery is required at the Peabody jobsite between 08:00 am and 03:00 pm, Monday through Friday, with a 48-hour advance notice. Payment of 100% of the quoted price will be approved within 30 days of delivery following inspection.
