THS RFP 13.9 Senior Special Advisor

The contract seeks a Senior Special Advisor to provide expert-level guidance on the Government of Canada’s Service and Digital Policy suite and applicable ISO standards for information management and digital records, with a focus on aligning business transformation, digital enablement, and client-centric service design. The advisor will leverage the Universal Business Model (UBM) to advise on business rules, data validation processes, and architectural requirements aimed at achieving efficiency and compliance with Treasury Board directives, the Contract Security and Control Good Program, and modernization objectives, particularly within cloud-based environments. Strategic recommendations must balance regulatory compliance, operational realities, innovation, and the adoption of new service delivery models, ensuring that all activities adhere to federal policies and standards. The position is classified as a Temporary Help Services (THS) requirement under Solicitation 10081380, with a maximum contract value of $400,000 CAD for up to 1,800 hours of work over 48 weeks, rendered exclusively in Ottawa within the National Capital Region. Proposals are evaluated on a Lowest Price Technically Acceptable (LPTA) basis, where technical compliance is mandatory and non-negotiable—failing any criterion results in disqualification—and award is determined solely by the lowest validated hourly rate. Only Indigenous-owned businesses are eligible to bid, as the procurement is set aside under the Procurement Strategy for Indigenous Business (PSIB), and all proposed personnel must hold a Secret security clearance with supporting documentation. The advisor must demonstrate four years of cumulative, verifiable experience across all key domains, and submissions must include full technical and financial components, certifications, and security credentials; incomplete or non-responsive bids will be rejected without further consideration.
