AI Contract Overview
The USDA Forest Service is soliciting quotes for the Thunderstruck Crown Touch Release (CTR) Project, a Timber Stand Improvement (TSI) effort focused on crop tree release across approximately 100 to 224 acres within the Clinch Ranger District of the George Washington & Jefferson National Forests in Scott County, Virginia. This combined synopsis/solicitation is set aside exclusively for small businesses under NAICS code 115310 and aims to contract tree thinning services with an estimated value under $75,000. The work involves performing four-sided crown-touch release treatments to promote forest health by freeing selected trees to grow, following detailed species-specific guidelines and safety requirements, with all slash removed from road prisms and no piling or windrowing allowed. The contract period extends from August 17 to December 31, 2026, with final acreage to be determined based on mapping by Forest Service personnel. Offerors must submit a completed SF-18 quotation by June 24, 2026, including technical capability narratives addressing prior relevant experience, particularly silvicultural or timber stand improvement work in the local national forests, along with past performance and pricing information. Evaluation for award will prioritize best value, weighing previous experience, knowledge of the Southern Appalachian forest species, past contractor performance records, and price, allowing the Forest Service to adjust the acreage awarded to the highest-rated offeror if necessary. The contract follows streamlined acquisition procedures under the Revised FAR, including specific environmental and labor standards clauses. Points of contact include Contracting Officer David Easter and COR Christopher Jackson, with offerors able to coordinate access for site familiarization as needed.
