This contract is for the procurement of vehicle cargo tie-downs, with a total quantity of five units required. The solicitation, issued by the Department of Defense's Land Supply Chain under NAICS code 332510, specifies a delivery timeframe of 175 days after the award date, with performance expected at New Cumberland, PA. The contract incorporates stringent technical and quality requirements based on the Defense Logistics Agency (DLA) Master List of Technical and Quality Requirements, which governs the latest revisions applicable at the time of solicitation or award. Packaging must adhere to DLA standards, and any non-conforming supplies must have government identification removed. The contract strictly prohibits the use of Class I ozone-depleting chemicals in the delivered items, requiring substitute chemicals to be submitted for approval if not already authorized by specifications. The contract includes provisions related to export control, specifically concerning the handling of technical data governed by International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Such data cannot be exported or disclosed to foreign individuals without prior authorization from appropriate government authorities, and access is limited to contractors with approved certifications and training provided by the DLA. Additionally, the contract mandates compliance with covered defense information protection requirements and promotes full and open competition. The point of contact for inquiries is Isabelle Szulewski, reachable via email or phone, and solicitation details are accessible through the DLA’s procurement website.
