The contract pertains to the procurement of 24 units of a manual handle, identified by NSN 5340-01-701-0367, under solicitation SPE7L1-26-T-534L, issued by the Defense Logistics Agency’s Land Supply Chain organization. Full and open competition applies, with responses due electronically via the DIBBS portal by May 22, 2026, and delivery required within 196 days after award, targeting December 5, 2026, at the specified location in New Cumberland, Pennsylvania. The contract is structured under simplified acquisition procedures and is expected to be firm fixed price, with pricing details not yet completed. Compliance with stringent packaging and marking standards is mandated, specifically MIL-STD-2073-1E for packaging and MIL-STD-129 for labeling and barcoding, with additional adherence to DLA’s RP001 packaging requirements. Preservation methods are limited to cleaning and drying with no supplemental materials, and items must be palletized accordingly. The contract imposes rigorous cybersecurity mandates, requiring CMMC Level 2 certification by an accredited third-party assessor and full implementation of NIST SP 800-171 controls for safeguarding covered defense information. Contractors must report cyber incidents within 72 hours and are restricted from disclosing third-party cyber incident data without authorization. Export control compliance is strictly enforced under ITAR or EAR regulations, with technical data subject to prohibition on disclosure to foreign persons unless the contractor holds a valid US/Canada Joint Certification Program certification, has completed mandatory training, and has received DLA authorization. The use of Class I ozone-depleting chemicals is strictly prohibited, and any substitution must be pre-approved. The government retains inspection and acceptance authority at the delivery point, and invoices must be submitted through WAWF. Contractors must maintain active SAM registration and provide UEI and CAGE codes, with small business status and socioeconomic certifications required as applicable. Additional restrictions prohibit procurement of covered defense telecommunications equipment from designated foreign entities, and whistleblower protections and restrictions on compensation for former DoD officials are fully incorporated. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, referenced by R and I numbers, and no attachments are explicitly listed in the solicitation.
