AI Contract Overview
The contract for "HANDLE, MANUAL CONTR" (NSN 5340-01-701-0367) issued by the Defense Logistics Agency (DLA) Land Supply Chain under solicitation number SPE7L1-26-T-534L covers the procurement of 24 manual handles to be delivered to the DLA Distribution facility in New Cumberland, Pennsylvania, with a required delivery date of December 5, 2026. This procurement is governed by technical and quality requirements as outlined in the DLA Master List, with compliance required to multiple regulatory standards including MIL-STD-2073-1E for packaging, MIL-STD-129 for marking and labeling, and adherence to environmental restrictions prohibiting Class I ozone-depleting chemicals. Packaging must conform to DLA standards with general industrial packaging and require bar-coded labels for identification and tracking. All shipments are to be inspected and accepted at the destination with the government responsible for inspection under FAR 52.246-2. Key contract provisions emphasize cybersecurity and data handling requirements, including the mandate for contractors to maintain CMMC Level 2 certification and protect covered defense information in accordance with NIST SP 800-171. Export controls are stringent, as the contract involves technical data subject to ITAR and EAR regulations, limiting access to contractors with approved certification and training. The contract includes numerous FAR and DFARS clauses addressing issues such as system award management, non-disclosure of sensitive information, whistleblower protections, and prohibitions on covered telecommunications equipment. Payment processing is delineated through electronic methods in Wide Area WorkFlow (WAWF), with payment office details finalized post-award. Proposal submission is strictly electronic via the DLA Internet Bid Board System (DIBBS) with a response deadline of May 22, 2026. While pricing and contract type details are not specified, the contract follows simplified acquisition procedures under NAICS code 332510, consistent with production of fabricated metal products. This contract ensures full and open competition and integrates comprehensive requirements for quality, cybersecurity, export control, environmental compliance, and packaging logistics to meet the Department of Defense supply chain standards.
