Titan SV System Additional Procurement

BlueHalo Labs, LLC was awarded a firm-fixed price contract modification, M67854-25-C-0104 P00001, valued at $22,813,536.00 for the procurement of Titan SV MPv3 systems. Managed by the Marine Corps Systems Command under the Program Manager Ground Based Air Defense, the contract facilitates the acquisition of up to 350 additional systems and ancillary items to enhance Organic-Counter small Unmanned Aerial Systems capabilities for forward-deployed military units. These systems feature advanced sensors and real-time signal processing for detecting and mitigating radiofrequency threats and are intended to integrate with 84 existing systems. Deliverables include the hardware, new equipment training, training manuals, and initial spare parts. The procurement was executed as a sole-source acquisition under the statutory authority of 10 U.S.C. 3204(a)(1) and (a)(2), citing BlueHalo as the only responsible source and an unusual and compelling urgency for deployment. Due to this urgency, the period of performance is limited to one year, with the place of performance located in Quantico, Virginia. The award process involved the submission of a formal proposal with certified cost and pricing data in accordance with FAR 15.402, supported by an Independent Government Cost Estimate and technical analysis from DCMA and DCAA. No future competition is currently planned for the Titan SV MPv3 program.
