The Defense Logistics Agency (DLA) Warstopper Program has issued a Request for Information (RFI) seeking detailed data regarding the use of titanium to enhance its existing titanium buffer stock. This effort supports the program’s mission to maintain industrial readiness for critical DLA-managed materials needed for surge and sustainment during wartime or national emergencies. The RFI is purely informational with no commitment from the government to procure or issue future contracts, and responses are encouraged to help shape potential future requirements. Interested parties are requested to provide specifics about their titanium grades, specifications, and forms used in producing DPAS-rated orders, along with information on annual needs, lead times, demand forecasts over the next five years, inventory buffering practices, waste processing, minimum buy quantities, and any known surge-dependent products affected by lead times. Respondents must submit their responses electronically by mid-July 2026 to the designated contract specialist. Proprietary data submitted will be treated confidentially within the program’s chain of command. This request arises under the auspices of the Warstopper Program’s statutory mandate to sustain a reliable industrial base for mission-critical materials characterized by variable demand and long lead times. DLA Warstopper emphasizes that no payment will be made for submission costs and that participating vendors should monitor official channels for any subsequent solicitations. The initiative reflects a strategic effort to better understand and potentially expand the titanium buffer to ensure supply chain resilience against future contingency operations.

This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The potential offeror is responsible for monitoring this site for additional information pertaining to this requirement.

Background
The Defense Logistics Agency (DLA) Warstopper Program is the Department of Defense’s primary industrial readiness program for consumable surge and sustainment requirements, established in accordance with the National Defense Authorization Act (NDAA) for Fiscal Year 1993. The program is specifically charged with ensuring that the transition from peacetime to wartime is supported by a viable industrial base for DLA-managed go-to-war items. As defined in DLA Instruction 1212, the program's scope is restricted to DLA-managed items that are mission-critical, characterized by a significant disparity between peacetime and wartime demand, and possess long production lead times or limited shelf lives. The Warstopper Program implements proactive industrial preparedness measures (IPMs) to preserve manufacturing capabilities for these specific DLA-managed commodities, thereby mitigating the risk of industrial base shortfalls during national emergencies or contingency operations

F-15SA Programmed Depot Maintenance (PDM)The U.S. Government has issued a follow-up Sources Sought notice for the F-15SA Programmed Depot Maintenance (PDM) program to conduct market research and gather industry feedback for planning purposes. This notice is not a solicitation or guarantee of a contract but seeks input on updated program requirements based on prior industry responses. The program involves maintenance activities critical to flight safety, particularly the UIL inspection, and requires potential contractors to specify the facilities where this work would be performed. The overall program encompasses maintenance for up to 145 F-15SA aircraft, including 82 production units and 63 converted jets, with the first four jets undergoing Validation and Verification (VAL/VER) under the basic contract. The full scope depends on funding availability by the Royal Saudi Air Force and the U.S. Government's decision to exercise contract options. Industry participants are invited to review key program documents, including the Performance Work Statement (PWS), Work Specification (WS), and Government Furnished Equipment (GFE) list, and provide feedback on these materials. Responses should include a Rough Order of Magnitude (ROM) price estimate, comments on intellectual property handling in the PWS or solicitation stages, and identification of required job positions and skill levels for successful program execution. Questions can be submitted at any time for clarification, with updates to the notice provided as necessary. The contracting office overseeing this effort is based at Robins Air Force Base, Georgia, and is managed by the Department of Defense agency FA8575 Aflcmc Waqka.
