AI Contract Overview
The Defense Logistics Agency Warstopper Program is seeking information on titanium usage to assess the potential expansion of its titanium buffer, aimed at strengthening industrial readiness for surge requirements during national emergencies. This request for information is strictly for planning purposes and does not constitute a solicitation, nor does it obligate the government to award any contract. Respondents are not compensated for their time or expenses, and no proposals will be accepted. The government is focused on understanding current industry practices regarding titanium grades, specifications, and forms used to fulfill DPAS-rated orders, including annual demand, lead times, intermediate product types, and anticipated five-year demand forecasts. The goal is to identify gaps in supply chain resilience and ensure any future buffer acquisitions align with original equipment manufacturer needs. Vendors are asked to provide details on their internal inventory of titanium intermediaries, waste management practices, minimum buy constraints, and products with known surge demands that could be impacted by extended lead times. All proprietary information submitted will be protected as business confidential within the DLA Warstopper chain of command. Responses must be submitted via email to Christine Boyer by 3:00 p.m. EST on August 31, 2026, with the subject line “RFI – Titanium”; no verbal submissions will be accepted, and respondents bear full responsibility for confirming delivery. While this RFI does not guarantee future procurement, any subsequent solicitation will be posted on SAM.gov, and interested parties are advised to monitor the site. The North American Industry Classification System code associated with this effort is 336411, and all correspondence must be directed through the designated point of contact at the DCSO Columbus office.

Background
The Defense Logistics Agency (DLA) Warstopper Program is the Department of Defense’s primary industrial readiness program for consumable surge and sustainment requirements, established in accordance with the National Defense Authorization Act (NDAA) for Fiscal Year 1993. The program is specifically charged with ensuring that the transition from peacetime to wartime is supported by a viable industrial base for DLA-managed go-to-war items. As defined in DLA Instruction 1212, the program's scope is restricted to DLA-managed items that are mission-critical, characterized by a significant disparity between peacetime and wartime demand, and possess long production lead times or limited shelf lives. The Warstopper Program implements proactive industrial preparedness measures (IPMs) to preserve manufacturing capabilities for these specific DLA-managed commodities, thereby mitigating the risk of industrial base shortfalls during national emergencies or contingency operations
