The Project consists of the transfer of specified Contra Costa Canal System facilities, lands, easements, rights-of-way, and associated real property interests from the United States, acting through the Bureau of Reclamation, to Contra Costa Water District pursuant to Section 8302 of Public Law 116-9. The transfer would be implemented through a Title Transfer Agreement and associated deeds, assignments, easement conveyances, and other property instruments, including transfer or assignment of applicable third-party rights and obligations. The Project is limited to the transfer of ownership and associated administrative and property interests and does not authorize construction, expansion or modification of facilities, changes in water rights or deliveries, operational changes, land development, or other ground-disturbing activities. Any future physical modifications or operational changes would be subject to separate approvals and environmental review, as applicable.
