Title VI Program Development And Compliance Services

The City of Rohnert Park Public Works Department is soliciting proposals for professional consulting services to develop, implement, and document a compliant FHWA Title VI Program. The primary objective is to address corrective actions resulting from a Caltrans assessment and ensure the city meets all nondiscrimination requirements necessary to receive federal-aid highway funds. The scope of work consists of 13 tasks, including the development of a Limited English Proficiency assessment, a Language Access Plan, employee training, and the creation of a sustainable agency-wide compliance program. All services must align with the standards of the Federal Highway Administration, the U.S. Department of Transportation, and the Caltrans Division of Local Assistance. Proposals are due by November 29, 2026, and must be submitted electronically to the CIP Program Manager. Evaluation will be based on the firm's demonstrated experience with California Local Public Agencies and FHWA/Caltrans Title VI corrective-action assignments, as well as the qualifications and availability of key personnel. The selected consultant will be required to provide a detailed project schedule and participate in bi-weekly progress meetings via Teams. Compensation will be based on a detailed fee proposal provided by the offeror, with payment options including itemized monthly statements or progress payments tied to task completion, payable within 30 days of approval.
