Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs incurred in responding to this notice.


BACKGROUND:
The Maritime Administration (MARAD) is conducting market research to identify qualified small business concerns capable of providing vessel surveys, vessel appraisals, and related maritime technical support services in support of the Title XI Federal Ship Financing Program and other Federal lending-related maritime activities.


The Government is seeking information from firms with demonstrated experience in conducting marine vessel inspections, technical evaluations, condition and valuation surveys, and appraisals for commercial vessels and maritime assets for either Federal lending programs or private-sector financing institutions.


SCOPE OF POTENTIAL REQUIREMENT:
The anticipated services may include, but are not limited to:


• Vessel condition surveys
• Vessel valuation and appraisal reports
• Technical inspections and assessments
• Review of vessel maintenance and operational records
• Risk and collateral analysis for maritime lending purposes
• Shipyard and construction progress inspections
• Compliance reviews related to marine financing programs
• Preparation of written technical findings and recommendations
• Support for Federal credit underwriting and loan monitoring activities


The Government is particularly interested in identifying small businesses with expertise involving commercial vessels, ship financing, marine engineering, vessel operations, and maritime asset valuation.
