The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Fort Huachuca Division intends to award a sole-source contract under the authority 41 U.S.C. 1901(e)(2), 10 U.S.C. 2304(f), and FAR 13.106-1(b)(1)(i) - Simplified Procedures for Certain Commercial Items to TLC Solutions, Inc. of 120 Cumberland Park Drive, San Augustine, Florida. The requirement is a TLC IP-based CDMA Base Station site upgrade to the existing TLC CDMA Network system from Top Level Communications of Saint Johns, Florida. TLC Solutions Inc. provides the only 3rd Generation Partnership Project 2 (3GPP2) and Federal Communications Commission (FCC) type certified Software Defined Radio system that meets the needs and requirements for form, fit, function, and will meet future requirements for upgrading this capability. The procurement is an upgrade for the existing Code-Division Multiple Access (CDMA) system using spread spectrum techniques. It will support up to 96 simultaneous 850MHz CDMA-2000 1xRTT voice calls and 576 active CDMA-2000 EVDO data sessions. The contract is for TLC IP-based CDMA Base Station site upgrade to the existing TLC CDMA Network system from Top Level Communications of Saint Johns, FL. This is in support of additional equipment for an urgent instrumentation requirement to provide advanced signals in support of various tests to be conducted by the EPG - IEWTD. The North American Industry Classification System (NAICS) Code is 334515. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information.
