TMD26-FMO-0043128 Split System Replacement

The Texas Military Department is soliciting a contractor to replace three existing twined 5-ton split HVAC systems with three new non-twined 5-ton split systems at the California Crossing Readiness Center in Dallas, Texas. The project requires the safe removal and EPA-compliant disposal of obsolete units, installation of new equipment including roof-mounted condensers and gas furnaces, necessary ductwork modifications, and reconnection of electrical and gas services. All systems must be commissioned to meet specific performance standards including a minimum SEER2 of 14.3 and EER2 of 11.7 using R-410A refrigerant, and programmable thermostats must be installed. Work must comply with NEC, IFGC, OSHA, manufacturer specifications, and local codes, with zero disruption to facility operations. The scope excludes structural changes, asbestos abatement, and building automation system integration beyond thermostats. The contractor must provide proof of refrigerant disposal, as-built drawings if ductwork is modified, final commissioning reports, and a clean worksite upon completion. The contract is structured as a Firm Fixed Price arrangement with a one-year base period and an option for three additional one-year extensions. Contractors must submit proposals in three volumes containing completed contract forms, organizational and financial information, and a detailed pricing schedule formatted per solicitation requirements, with all submissions emailed to Procurement@military.texas.gov by June 1, 2026. All personnel must pass a fingerprint-based criminal background check unless they are TDLR-registered technicians, and contractors must submit vendor background forms within seven days of contract execution. Additional requirements include Texas-authorized insurance with A.M. Best “A” or better rating, a payment bond for contracts over $25,000, compliance with the Drug-Free Workplace Act, cybersecurity training under state law, and a prohibition on requiring vaccine verification. The contractor must also certify no foreign ownership by designated adversarial nations and disclose any financial interests of state officials. Invoices are to be emailed to Payables@military.texas.gov with a hard copy sent to TMD’s Austin address, and all warranty and workmanship must be guaranteed for one year. Failure to meet any certification or compliance requirement may result in disqualification or contract termination.
