Solicitation # W7714-248676
The Department of National Defence and the Canadian Armed Forces are seeking innovative software-based solutions through the Innovation for Defence Excellence and Security Program to enhance radio frequency data fusion for Command and Control. The objective is to develop capabilities that convert real-time, domain-specific RF data into secure, standardized, and machine-readable formats, such as MTF-XML, to improve interoperability and decision-making across all warfighting domains. The solution must be modular and scalable, supporting operations in denied, degraded, intermittent, and low-bandwidth environments while aligning with NATO and Five Eyes data-centric frameworks. Funding and performance periods are structured across three components based on technology readiness levels. Component 1a covers TRL 1-3 with funding up to 250,000 CAD for up to 6 months; Component 1b covers TRL 4-5 with up to 1,500,000 CAD for 12 months; and Component 2 covers TRL 6-9 with up to 5,000,000 CAD, with the performance period determined during negotiation. The TMIP-AF PMO at Gunter Annex, AL is the primary source of Air Force testing and training of the TMIP-Joint (TMIP-J) suite of software. The TMIP-AF PMO accomplishes software training before the systems and medical provider Airmen are deployed to the theater. The TMIP-AF PMO utilizes both organic and contractor assets in support of the TMIP-J software suite of systems which includes the Aeromedical Evacuation (AE) mission, deployment of systems in support of the war-fighters in theater, as well as for humanitarian missions and natural disasters. TMIP-AF software automates and integrates clinical care documentation, medical supplies, equipment, and patient movement with in-transit visibility. Critical information is gathered on every patient and entered into the deployed system and within 24 hours, records are moved to and safely stored in the stateside databases. The services for the current task order and the proposed logical follow on task order are performance-based and are within the same scope of work. Therefore, the follow on task order is in scope of the basic IDIQ. The CLIN structure for the follow on task order for TMIP-AF Support is detailed below. The task order will consist of three (3) CLINs: Labor CLIN (Firm Fixed Price), Other Direct Cost (ODC) CLIN (Cost), and Travel CLIN (Cost). The Labor CLIN supports the requirement for testing Electronic Health Record (EHR) software releases from the JOMIS PMO and training Air Force, AF reserves, and Air National Guard medical war-fighters on the loading and use of the TMIP-AF software in theater. The ODC CLIN covers other costs that occurs in support of the TMIP-AF mission. The Travel CLIN supports the required travel for contractors to Air Force and other installations where the EHR training occurs. The CLIN structure and numbering convention is dictated by the structure of the NETCENTS-2 IDIQ.

Department of the Air Force Program Business and Enterprise Systems (BES) Commercial Solutions Opening (CSO)
Solicitation # FA8771-26-S-C0001
The Department of the Air Force Program Business and Enterprise Systems (BES) has established a multi-year framework via Commercial Solutions Opening (CSO) FA8771-26-S-C0001 to acquire innovative Commercial-Off-The-Shelf (COTS) IT and business solutions. This umbrella solicitation serves as an administrative framework rather than a direct request for proposals, with specific opportunities to be announced through individual open or closed Calls for Proposals published as amendments until March 2, 2030. Awards may be executed as FAR-based contracts or Other Transaction Agreements (OTAs) under 10 USC 2371b. The scope focuses on several key areas, including artificial intelligence, agile methodology, automation, scalability, security, and the reduction of total lifecycle costs of ownership. Eligible participants include traditional and non-traditional defense contractors, research institutions, and both large and small businesses. All offerors must maintain active registration in the System for Award Management (SAM). Evaluation of proposals will be based on the merit of the proposed concept in addressing specific Areas of Interest, focusing on technical soundness, commercial innovation, and price reasonableness, with funds availability serving as a mandatory pass/fail gate. The framework allows for iterative prototyping and the potential for follow-on production contracts, which may be negotiated with or without further competition. While the general framework is open, specific set-asides for small businesses will be determined at the individual call level.
