Notice Type: Special Notice: THIS IS A NOTICE OF INTENT TO SOLE SOURCE. Mission and Installation Contracting Command (MICC) - Fort Sill, Oklahoma intends to award a sole source contract to Alion Science and Technology, One Chelsea Street, Suite 200, New London, CT 06320 in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Acquisition is for Training Management Scheduling System. The North American Industry Classification System (NAICS) code is 541513 and the size standard is $27.5 million. This notice of intent is not a request for quotation or a solicitation for offers and is posted for seven (7) calendar days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 4:00 pm CST, August 26, 2018, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. Existing Training Management Scheduling System (TMSS) on Fort Sill has been maintained by Alion Science and Technology (ASTI). ASTI maintains proprietary ownership of their software and system. As a result, ASTI is the only source that will satisfy the agency's needs.
