The Naval Research Laboratory (NRL) plans to negotiate a sole-source contract with Tobii Technology Incorporated for the supply of Tobii T120 and X60 eye-tracking systems, including hardware, software, and warranty. This procurement is justified under the exception allowing other than full and open competition, citing Tobii as the only responsible source. The eye-tracking system must operate without physical contact with the user, providing rapid, accurate calibration and high spatial resolution of 0.2 degrees or less, with accuracy within 0.5 degrees of visual angle. It must be capable of tracking diverse ethnicities and users wearing glasses or contact lenses, maintaining a tracking frequency of at least 60Hz and accommodating head movement within a specific volume. A critical requirement is the ability for users to move away from the device and return without the need for recalibration, supporting mobility and operational flexibility for Navy personnel. The system should not rely on head-mounted devices or fiducials for tracking, ensuring ease of use and non-obtrusive monitoring. Both the T120 and X60 devices meet the accuracy and resolution criteria, with the T120 operating at 120Hz and the X60 at 60Hz, enabling effective performance under the specified conditions. The eye-trackers provide unrestricted head movement within a defined spatial volume and have software development kits compatible with MS Visual Basic and Visual C++. Delivery of the equipment is required within 180 days of contract award. The solicitation reflects the Navy’s need for advanced, reliable eye-tracking technology to support research and operational needs while emphasizing user comfort and minimal disruption during use. Interested parties can contact the NRL contract specialist for further details.

Full Description

The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. NRL will negotiate with Tobii Technology Incorporated, 510 N. Washington St., Suite 200, Falls Church, VA 22046, for Tobii T120 and X60 eye-tracking hardware system and software and warranty. The system must be able to track where operators are looking without being in contact with the operator. Calibration of the person must be quick, efficient, and accurate. Spatial resolution must be less than or equal to .2 degrees of visual angle; accuracy must be less than .5 degree of visual angle. Additionally, the system must be able to track many different ethnicities with a full range of glasses and contacts. The eye-tracker must also be able to track at a minimum of 60Hz. The eye-tracker must be able to allow freedom of head movement in a box a minimum of 30 x 20 x 30 cm at a range of 60-80cm. The operator must be able to move away from the eye-tracker (perhaps for an extended period), and return without a new calibration period. Because there are many situations where Navy operators get up and move around, the ability to move away from the eye-tracker and come back without recalibration is absolutely critical. This also requires that the eye-tracker be non-tethered and not a head-mounted system (head-mounted systems do not allow much freedom of head-movement and tethered versions not only require a longer time to reacquire since the tether increases time but also allow limited mobility). The use of fiducials is unacceptable because they are an obvious sign of who is being tracked. The software development kit (SDK) must work with both MS visual basic and MS visual C++. Both the T120 and X60 from Tobii have a spatial accuracy of .5 degrees and a resolution of .2 degrees. They allow freedom of head-movements while tracking to be 30x22x30cm at a distance of 70cm. The T120 tracks at 120Hz and the T60 tracks at 60Hz, both within specifications. It allows tracking with most/all ethnicities and eye-colors, and is able to track with all forms of glasses and contacts. Initial calibration is fast and accurate and does not require a head-mounted display. Finally, and critically, the Tobii eye-trackers allow an operator to leave the eye-tracker and return an extended period later without a new calibration period. Delivery will be required within 180 ays of contract award. Other business opportunities for NRL are available at our website http://heron.nrl.navy.mil/contracts/rfplist.htm.
