AI Contract Overview
The Naval Air Systems Command (NAVAIR) plans to negotiate and award a contract for the full rate production of Tomahawk Block IV missiles, specifically for production lots 9 and 10. The contract will cover a base year and one option year, with an expected award in the second quarter of fiscal year 2012. The scope includes manufacturing a variety of missile configurations such as Canistered Surface Ship Capable, Encapsulated Submarine Torpedo-Tube Launched, and Encapsulated Submarine Vertical Launch Tomahawk Block IV All-Up-Round missiles. Additionally, it encompasses the production and refurbishment of related hardware and equipment including Composite Capsule Launching System Capsules, MK 10 canisters, retrofit kits, special tooling, test equipment, range safety systems, flight test kits, and spares. Beyond hardware production, the contract will also address extensive testing and engineering support activities. These involve flight testing, product acceptance testing, functional ground testing, as well as upgrades, maintenance, and repairs of test sets and government-furnished property. The contract also includes logistics support, cost reduction efforts, obsolescence management, service life assessments, and failure analyses to ensure long-term system viability. Raytheon Missile Systems (RMS) is the sole source for this contract given their exclusive expertise and possession of all necessary manufacturing data since they have been the principal developer and manufacturer of the Tomahawk Weapons System since 1994. RMS is uniquely qualified to meet fleet deployment schedules without risking duplication or increased costs. The contract will be performed primarily in Tucson, Arizona.
