Tongass National Forest Log Testing

The USDA Forest Service, Region 10, plans to award a sole source contract to Viking Lumber Company located in Craig, Alaska, to conduct log testing for sawmill lumber recovery. This contract follows the Federal Acquisition Regulation 13.106-1 (b)(1) allowing non-competitive procurement. The primary objective is to establish Sawlog Quality Indices for Alaska logs, particularly focusing on Alaska yellow-cedar, which has historically been excluded from previous tests due to its predominant export status. The testing is critical because there is currently no reliable Price Index for Alaska sawn products, and these periodic tests help inform pricing and quality standards. Under this agreement, Viking Lumber Company will provide all necessary equipment, labor, storage, facilities, and logs at their sawmill to execute the log test, anticipated to take 2-3 days during Fiscal Year 2017 or early Fiscal Year 2018 if log volumes are insufficient. The contract will reimburse the company for value losses and additional costs incurred during the testing.
